Cocoflo and Civic Dollars Partner to Advance the Future of GovTech Innovation
Global Partnership Announcement between Civic Dollars and Cocoflo
Vancouver, Canada / Belfast, Northern Ireland April 3, 2025
Cocoflo, a municipal software company with active deployments in business licensing and an emerging parks and recreation management platform in North America, and Civic Dollars, an award-winning platform focused on citizen engagement and community well-being, are pleased to announce a strategic partnership aimed at accelerating digital transformation across municipalities worldwide.
This collaboration brings together two companies committed to making government services more citizen-focused, accessible, and digitally driven. Cocoflo has gained traction across Canadian and U.S. municipalities with its cloud-based city services platform, while Civic Dollars has delivered successful public engagement initiatives across Ireland, the UK, and Europe, incentivizing community participation through innovative digital tools.
The partnership originated at the City of Myrtle Beach Living Lab, where both companies were selected to participate in its municipal innovation pilot program. Special recognition goes to Chief Innovation Officer, Howard Waldie IV, whose leadership and vision for collaborative, cross-sector innovation created the conditions for this partnership to emerge. His commitment to fostering a living lab environment that brings together emerging technology and real-world municipal needs made it possible for Cocoflo founder Bernie Florido and Civic Dollars founder Stephen McPeake to connect and identify a shared vision for civic transformation.
Together, the companies will align on a phased approach that includes broadening municipal reach across North America and Europe, exploring opportunities for platform integration to deliver greater value to communities, and collaborating on joint use cases that support more connected and effective public services. In addition, the partnership will offer a bundled civic innovation package, modeled after the successful Living Lab framework, designed to provide municipalities with a comprehensive and cost-effective solution. This combined offering makes it easier for cities to adopt both platforms together, accelerating their digital transformation without compromising quality or impact.
“We see this partnership as a natural extension of our shared mission to help cities work better, for staff and for the communities they serve,” said Bernie Florido, CEO of Cocoflo.
“There’s powerful alignment between our platforms,” said Stephen McPeake, CEO of Civic Dollars. “Together, we’re not just enhancing technology - we’re empowering communities. This partnership enables cities to foster deeper connections with their residents, promote healthier lifestyles, and create more vibrant, engaged places to live.”
As more municipalities seek practical, citizen-centered ways to modernize, this partnership reflects a growing demand for agile, scalable solutions that strengthen the connection between governments and the people they serve.
Together, Cocoflo and Civic Dollars are laying the groundwork for more inclusive, responsive, and digitally empowered cities.
Stay tuned for upcoming announcements as this strategic collaboration evolves.
